POLICY ADVISORY TO H.E. PRESIDENT DR. WILLIAM RUTO ON THE SELECTION OF A NEW CABINET
Briefs and Policy Reviews
Overview
The recent happenings in Kenya, from the withdrawal of the Finance Bill 2024, the enactment of the IEBC reconstitution law, to the dismissal of the whole cabinet, confirm to a great extent the power of public participation in governance. These outcomes give the President of the republic of Kenya, a chance to start afresh. It’s a tight corner for the Head of State, but one that calls for fact-facing risks and doing things differently to expect new and better results. These developments open opportunities for reshaping the cabinet with new faces, including young people who are not the usual political persons. No opportunity comes twice. This advisory comes loaded with a deep framework on meritocracy, inclusivity, and transparency in picking a new cabinet, which is informed by disaggregated scholarly articles and lessons from advanced democracies.
He is a researcher, program manager and M&E specialist in the Horn of Africa. His research focuses on the prevention and countering of violent extremism (P/CVE), border security, rehabilitation, and reintegration (DDR), migration, and climate change.
