We are currently updating our roster of consultants to support our growing portfolio of projects.We seek an M&E Consultant Expert to provide strategic guidance and technical support on the design, implementation, and management of M&E systems for various projects and programs.

Objectives:
The M&E Consultant Expert will play a crucial role in ensuring that robust M&E frameworks are in place to measure the effectiveness and impact of Scofield Associates’ projects. Key objectives include:

  • Providing technical expertise and guidance on M&E methodologies, tools, and best practices.
  • Developing and implementing M&E frameworks, including the design of logical frameworks, performance indicators, data collection tools, and data analysis plans.
  • Conducting baseline studies, mid-term reviews, and final evaluations to assess project progress and impact.
  • Collecting, analyzing, and interpreting quantitative and qualitative data to inform decision-making and improve project implementation.
  • Preparing comprehensive M&E reports and presentations that clearly communicate findings and recommendations to stakeholders.
  • Building the capacity of project staff and partners on M&E principles and practices.
  • Representing Scofield Associates in relevant forums and networks on M&E.

Scope of Work:
The M&E Consultant Expert will be engaged on a project-specific basis, with the scope of work tailored to the specific needs of each project. Typical tasks may include:

  • Developing and refining M&E frameworks, including the selection of appropriate indicators, data collection methods, and analysis techniques.
  • Designing and conducting baseline studies, surveys, and other data collection activities.
  • Analyzing quantitative and qualitative data using appropriate statistical and analytical software.
  • Developing data visualization tools and dashboards to communicate findings effectively.
  • Preparing comprehensive M&E reports, including progress reports, final evaluations, and impact assessments.
  • Providing technical assistance and training to project staff and partners on M&E.
  • Contributing to the development of knowledge products and publications on M&E.

Qualifications and Experience:

  • A Master’s degree in Monitoring and Evaluation, Statistics, Social Sciences, Development Studies, or a related field with at least five years of relevant experience, OR
  • A Bachelor’s degree in Monitoring and Evaluation, Statistics, Social Sciences, Development Studies, or a related field with at least eight years of relevant experience.
  • A PhD in a relevant field is preferred.
  • Demonstrated expertise in designing and implementing M&E frameworks for development projects and programs.
  • Strong understanding of M&E methodologies, tools, and best practices.
  • Experience in data collection, analysis, and interpretation using both quantitative and qualitative methods.
  • Proficiency in statistical software packages such as SPSS, Stata, or R.
  • Excellent communication, interpersonal, and report writing skills.
  • Fluency in English is required; proficiency in other languages is an asset.

This should also be reflected in your motivation statement, your resume and your sample works. This will help us place you in specific projects in specific countries.
