Background
Energy access remains a significant challenge across Africa, despite the continent’s rich natural resources, including hydropower, solar energy, and wind power. According to global energy reports, about 43% of Africans still lack electricity access, and more than 600 million people may continue to face harmful cooking conditions for decades if current trends persist. Limited access to clean and affordable energy affects key sectors such as education, healthcare, agriculture, and economic development.
Decentralized renewable energy (DRE) systems have proven effective in providing reliable electricity to communities that are unlikely to connect to the main grid soon. Scaling up distributed renewable energy solutions can address multiple needs, ensuring access to affordable and reliable energy sources while also supporting essential social services like healthcare and education. To support energy access and sustainable development, Scofield Associates is seeking a Consultant Specialist in Renewable Energy and Development for a short-term engagement with a possible client. The consultant will provide research, policy analysis, and recommendations to enhance renewable energy initiatives in Africa and strengthen civil society engagement in energy governance.
Objective of the Assignment:
The consultant will conduct an in-depth analysis of renewable energy policies, financing mechanisms, and the role of decentralized energy solutions in Africa. The findings will inform strategic recommendations for stakeholders involved in advancing sustainable energy access.
Scope of Work & Tasks
The consultant will be expected to:
- Analyze existing renewable energy programs and policies, identifying opportunities and challenges for scaling up decentralized renewable energy systems.
- Develop recommendations for effective financing mechanisms that can support the achievement of energy access goals.
- Assess the role of civil society organizations (CSOs) in influencing renewable energy policy and implementation.
- Identify advocacy strategies and engagement opportunities for CSOs to enhance their role in the energy sector.
- Conduct stakeholder consultations and interviews with relevant experts, organizations, and institutions.
- Prepare a concise policy report (not exceeding 12 pages) summarizing key findings and recommendations.
- Present findings in a virtual dissemination webinar.
Deliverables:
The consultant will be required to submit the following outputs:
- An Inception Report outlining the methodology and work plan.
- A Policy Report with key findings and strategic recommendations.
- A Presentation Deck summarizing the findings for dissemination in a virtual webinar.
Consultant Profile & Qualifications
The ideal consultant should meet the following qualifications:
- A Master’s degree or higher in Renewable Energy, Finance, Development Studies, Governance, Public Policy, or a related field from a recognized institution.
- Demonstrable experience engaging with development banks, policymakers, and other stakeholders on energy governance and policy in Africa.
- Proven experience in policy analysis, research design, and data collection through interviews and desk-based literature reviews.
- Experience in producing high-quality policy briefs, reports, and analytical documents.
- Strong understanding of financing mechanisms for renewable energy projects.
- Excellent writing and presentation skills.
