Background:
Scofield Associates is a research and development consultancy firm with extensive experience in delivering high-quality services to clients across various sectors. As part of our mission to enhance governance, support refugee systems, and build institutional capacities, we are preparing to submit a bid for a short-term consultancy project and seek to engage a highly qualified consultant to support this endeavor.

Objective of the Consultancy:
The consultant will bring their expertise to support project design, evaluation, and implementation in the areas of institutional capacity building, local governance, and refugee-related interventions.

Key Qualifications and Experience:
The ideal candidate must meet the following criteria:

Educational Background: A Master’s degree in a relevant field such as International Relations, Development Studies, Public Administration, or a related discipline.
Professional Experience: A minimum of 5 years of experience in institutional capacity building, local governance, and refugee-related work.
Evaluation Expertise: Proven experience as part of an evaluation team for a mid-term or end-term country-level evaluation.
Skills and Competencies:
- Strong analytical and writing skills.
- Excellent understanding of governance and refugee systems, particularly in a development context.
- Demonstrated ability to deliver quality outputs under tight deadlines.
